It won't be called a no-contest because that would mean the belt goes to the default, which is Pacquiao. The decision is settled nah, WBO cannot overturn the decision unless the NSAC does something about it or they find something criminal about what happened, which is highly unlikely. The only thing WBO can do is suspend or revoke licenses if appropriate.
