Flooding hits 13 Cebu LGUs

FLOODS displaced hundreds of people, killed a mother and her daughter, and swept away a six-year-old boy in Cebu Province yesterday.
Heavy rains in the last two days flooded several barangays in the towns of Tabogon, Consolacion, Balamban, Liloan, Carmen, Catmon, Sogod, and Minglanilla, and the cities of Danao, Mandaue, Lapu-Lapu, Cebu, and Toledo.
More than 600 families were affected by the flood, authorities said.

The weather bureau explained the heavy rainfall was a result of the tail end of a cold front affecting Southern Luzon and Central Visayas.
“The cold front brings rain clouds and rain showers, but there is no storm,” said weather observer Pons Garcia. As of 5 p.m. yesterday, no low-pressure area or typhoon was detected within Central Visayas.
In Barangay San Isidro in Tabogon town, Consina Monares, 78, and her daughter Norma Flores, 53, drowned in a flash flood around 8 a.m.
Police said that Flores accompanied her mother, who was about to get her gift from the Municipal Government. They rode a motorcycle driven by Dexter Olpiano, Monares’s son-in-law.
When they reached the river, the women alighted from the motorcycle and waded in the water.
Olpiano continued driving his vehicle, but lost his balance and fell. He was briefly snagged by a banana trunk, before a sudden rush of water swept him away. What saved him was a tree branch that he managed to grab.
When he looked around, however, both women were gone.
Rescuers found Monares half a kilometer from the barangay, while her daughter Flores was later found in the seawaters off Barangay Camobo-an.
Missing
Around 12:30 p.m., six-year-old John Lloyd Cañete was reported missing after he was swept away by the strong current in Butuanon River in Barangay Maguikay, Mandaue City.
The boy and his friends were playing with the water from a leaking metal pipe, when a friend told Cañete to jump. He promised to catch the boy, but the river’s current proved too strong, and Cañete disappeared in the muddy water.
In Barangay Marigondon in Lapu-Lapu City, Renante Aviso, 29, was found floating by a fisherman around 12 p.m.
Aviso and his live-in partner, together with their children, had gone to a beach resort for a party last Monday morning, and Aviso went missing in the afternoon.
Twelve hours earlier, in Barangay Media Onse in Toledo City, the legs of Marvin Pañares, 7, were pinned by a boulder that rolled down from a cliff and fell on the bunkhouse of a mining company, where he and his family were sleeping.
His eight-year-old sister, Dayday, suffered a small wound in the head, police said.
The Office of the Civil Defense (OCD) 7 administrative officer said the downpour caused only “minor damage.”
Engr. Ver Neil Balaba told reporters that the pre-emptive measures taken by local government units, like forced evacuation, minimized the harm from the floods.
Collapsed
But a road in a barangay in Consolacion collapsed, while two landslides occurred in the barangays of Garing and Panas. The landslides blocked roads and toppled some electrical posts, causing traffic congestion and brownout.
About 500 families in the town were displaced due to the flooding, Mayor Theresa Alegado said in a radio dyLA report.
PO2 Johnaskie Romero said five families, or about 20 persons, were evacuated from Barangay Cansaga after the river swelled yesterday morning.
In Barangay Pitogo, 417 individuals or 97 families were transferred to chapels and day care centers. Barangay Laray was also hit by the flood.
In a separate interview, Mayor Alegado said 105 families living near Cansaga Bay were evacuated after the river overflowed.
Evacuations started at 4 a.m. yesterday.
Alegado said the town will declare a state of calamity to allow the use of emergency funds and will also seek assistance from the Capitol and Rep. Luis Gabriel Quisumbing (Cebu, 6th district).
Relief
Part of the food and clothing that were supposed to be given to the victims of typhoon Sendong in Cagayan de Oro and Iligan cities was given to the flood victims of Consolacion.
“Nakuhaan ang mga canned goods and other relief goods intended for Sendong victims.
(Some of the canned goods and other relief goods intended for Sendong victims were given to my constituents),” Alegado told Sun.Star Cebu.
She thanked the police trainees and barangay tanods who helped evacuate residents who were in danger.
Evacuation centers were set up in the Consolacion Covered Court, Cansaga Gym, and Pitogo Chapel.
Vice Gov. Agnes Magpale, on the other hand, said three barangays in Danao were also flooded. About 50 families of Barangays Taytay, Tuburan and Looc went to their Civic Center.
Magpale wrote a letter to Cebu Mitsumi, Inc. and requested for scrap boxes that the evacuees can sleep on. She hoped the company would also give the flood victims some food.
Flood also hit Basak, Lapu-Lapu City and the barangays of Cotcot and Jubay in Liloan town after a river overflowed. In Cebu City, the barangays of Guadalupe and Mabolo were affected.
Evacuations
At least 30 families were evacuated from Barangays Taytay and Looc in Danao City, said PO1 Wendell Jay Baritua.
In Balamban town, 50 families from Barangays Tunga and Buswang were transferred to the evacuation center after the Combado River swelled.
Nine families in Barangay Banilad in Mandaue City were transferred to safer ground. In Paknaan, a wall of a factory fell on nine houses. The other affected barangays in Mandaue City were Umapad, Subangdaku, and Basak.
There were also 13 houses in the barangays of Casuntingan, Tingub, Maguikay, and Alang-Alang in Mandaue City and a house in Carmen town that were washed away by the flood.
Police said the flood in Barangay Sta. Lucia in Asturias town was knee-deep, but no one went to the evacuation centers.
Insp. Danilo Santillan, the town police chief, said some residents went to their relatives whose houses were not affected by the flood.
2 threats
In Cebu City, mountain barangays reported either a landslide or heavy flooding, and for some, both.
In Barangay Kalunasan, a bamboo fell on two houses in Sitio Langob. There were no casualties recorded in the report on the status of the hilly land barangays, submitted to the Cebu City Hall.
But trucks could not pass through an area in Barangay Taptap, near the estate of former councilor Gabriel Leyson.
A riprap wall in Barangay Tabunan was also destroyed by flood while there was a landslide in Sitio Cantipla.
Four other barangays reported landslides: Sitio Lanipao in Sapangdaku, Budlaan, Cambinocot and Sitio Pangpang in Barangay Buot.
Aside from landslides, Barangays Sapangdaku and Buto also experienced heavy flooding.
Barangays Lusaran, Tagba-o, Paril, Bonbon and Pamutan also experienced heavy flooding.
The Department of Engineering and Public Works sent a grader to the landslide-hit areas.
Talisay
Meanwhile, almost 1,000 families in Talisay City were affected by floods and the rising water level in the Mananga River.
The Department of Social Welfare and Development (DSWD) recorded four affected barangays, namely Dumlog, Poblacion, Cansojong, and San Roque.
Talisay City Vice Mayor Allan Bucao conducted an inspection yesterday and said that Barangays Lawaan III, San Isidro, and Biasong were also affected.
He said the volume of rainfall was too much for the city’s culverts to contain.
“Our culverts have a small capacity, that is why these overflowed,” said Bucao.
Change
After the inspection, he appealed to the Talisay City Engineering Department to construct “box culverts” instead.
Felipa Solana, Talisay City Social Welfare Officer, said they are still conducting an assessment as to the number of affected areas. She said they will give food to the flood victims, as well as blankets and other materials needed.
As of yesterday, DSWD recorded 250 affected families in Dumlog and 350 in Poblacion.
Poblacion Barangay Captain Teodoro Belleza said as of Monday night, the flood reached up to waist level, but yesterday it dropped to below knee level.
“We will wait for the recommendation from DSWD. If there are many victims, then the council will sit down and come up with a resolution to use the City’s calamity fund,” said Bucao.
No one was reported injured or killed.
