SAN RAFAEL, BULACAN — At least four barangay captains filed fraud charges against incumbent Mayor Lorna C. Silverio and requested the Ombudsman for her preventive suspension pending the resolution of the case.

Captains ‘Surprised and Shocked’

The complaint stemmed from an August 2011 formal letter from Commission on Audit (COA) Special Audits Office Director Susan P. Garcia.

Garcia informed the barangay officials about some COA records which showed that they “availed from Economic and Social Cooperation for Local Development (ECOSOC), loan (sic) amounting to 120,000 pesos on June 12, 2007.

Each of the four barangay captains allegedly owed 120,000 pesos worth of bogus loans...
