    I think everybody should physically plant the tree themselves. Rich, poor, educated, ugly, handsome, grand, modest... even celebrities should make the effort. Social inequality is very much prevalent here and it would be nice to have at least one thing we can all be a part of on equal terms.

    That's not how modern democracy works, brother. We're not a communist or a fascist country where everyone has to do something to be useful to the state and those that refuse are penalized. You can however promote this through private sectors and institutions like schools and encourage them to be more 'green' but to use the government and outlaw those private citizens who say and do otherwise? That's just not right.

    This might require examination but here's an example. Voting is a duty of every citizen but they are not thrown in jail if they refuse to vote. We have the right not to vote. Rights are only questionable if they affect someone else's rights. In voting nobody is directly harmed if refused.

    Another example. What if the government will say, "Every citizen should clean the streets those who skip this social activity is now under penalty by new law." Cleaning our surroundings is inherently good but being punished for skipping government-sanctioned activities are not. Besides, our taxes are also used for people who have this as their job? Let them do their job so they can keep their job. In that way our taxes as used properly. Nevertheless we should keep our streets clean and observe well-grounded regulations against littering, that's when responsibility and common sense work the best; by doing something without being told because you know it is good. These laws on the other hand, distort that.

    We pay tax in a democracy, it's not optional. When you get to the checkout the cashier doesn't say "would you like to pay VAT sir"? For me it's exactly the same principle.

    You obviously didn't get the point. Of course it is the responsibility of the government but they failed doing theirs. They have the money and time to plan and resolve problems. Putting the burden to the parents is too much undertaking. And hello, not all have their own lots and backyards. Tell these to those who live in the streets, under the bridge, near to creeks and rivers. Tell these to parents who find difficulties in paying hospital bills after giving birth and yet requiring them to plant trees and gone to the hassle process securing affidavit just to get the Cert of Live Birth. Few more issues to list down.

    And yeah, you might say there are alternative areas -- the trees may be planted either within the premises of their family home or in the areas to be designated by the Provincial Environmental and Natural Resources Office (PENRO) or Community Environment and Natural Resources (CENTRO) where they reside -- well it will be another expenses going to these offices:

    I didn't vote to this cause I'm looking at it as a whole. I'm a pro-nature myself. It is our responsibility to take care the environment yet we can't enforce to this to all.

    I should see this as a loophole. For sure, barangay officials will not individually inspect as they cannot be held liable if they will issue certificates without seeing planted trees.

    If you guys really concerned in the environment, oppose the mining in Palawan, cutting of trees in SM Baguio and petition to save century-old rain trees in Carcar affected by road widening.
