you have to edit your php.ini and change the safe_mode setting as necessary.

hmm...if naka freehosting ka, dili nimo ma.edit ang PHP.INI.

It is architecturally incorrect to try to solve this problem at the PHP level, but since the alternatives at the web server and OS levels aren't very realistic, many people, especially ISP's, use safe mode for now.
if you are really desperate to try those plugins and modules, try to host in your own pc.
Requirements:
WebServer Software:
-Apache WebServer or IIS (I recommend Apache)
-PHP (for the scripts)
-MySQL Server(for database)
but to avoid all the hassles of installing and seamlessly integrating those three great software, I suggest you use any of these:
XAMPP, or WAMP - While WAMP have a unique add-on,I still recommend using XAMPP, I have been using it for one year+, it never gave me problems. But if you can find a better software than that, you are free to use them also.
Read their respective documentation to learn on how to use them.
