It started off with one guy, Sam McGrath, who began Offset software out of his apartment as self -funded business.
in an interview Sam said " i basiclly locked myself in my room and BUILT THE TECHNOLOGY FROM SCRATCH of about a year of development" after that he was joined by 2 other guys Travis and Trevor Stinger,... there the game's creative director and artists.

i've heard offset is 3 guys in an apartment. and the game is in development also for the xbox 360.

at first there was just one guys in his apartment making the Engine,..... and datz Sam McGrath

i dont know how long later the 2 brothers came in,.... Travis and Trevor Stinger
