How to Improve Driving Habits in Cebu

I'm sure many most motorists will agree with me when I say we really need to improve driving habits at least here in Cebu. It gets more and more disappointing driving around the city where you just see traffic violators left and right. I am not only talking of the PUV's but a lot of private vehicle owners and drivers are also guilty of such. Signs are placed where they are supposed to be placed but no one ever follows them. So it got me thinking, maybe CITOM is not doing their jobs? Maybe. Because there will be times that i would notice violators doing their thing right in front of citom personnel. I didn't start this thread to create a debate. I started this so maybe people who care can do something about this. More importantly, it should start from within. But is that enough? What do you guys think?

stricter policies and tighter requirements when getting a drivers license

mostly mga motorist diri maayo lang mu reklamo sa CITOM and other traffic issues pero wala sila mutan-aw sa ilang kaugalingon
nga mga color blind, can't tell the difference between green and red, doesn't know how to read "no enter" and "no parking signs"

Dapat e strikto sa citom ang seminar sa mga driver before mukuha ug license. Dapat e educate tanan nga drivers sa mga traffic rules and regulations. Kana ug mahimo na, mo follow nana tanan. Tudloan ug defensive driving.
Sa pagka karon ang dapat natung himoon, sugdan nato sa atung kaugalingon ang pag follow sa traffic rules and regulations bisag ang uban wala mo follow ana.

The most common problem I encounter is when people block the intersection especially when there is a "keep intersection open" sign. Take for example this intersection right outside waterfront. Traffic gets tangled there even with a traffic cop around. I agree with afro.samurai about giving way. I think giving way is a best start to improve driving habits in the city

no matter how strict the implementation of the rules and regulations, kung wa juy disiplina ang mga drivers even mga tao/pasahero, di jud mausab ang driving habits dris atoa.tsk tsk

like i always tell my mother......."unsaon nalang bisa'g memorize nako ning libroha (the "proper"s in driving) when 99.99% of these drivers don't read it?"
