Before I used to go for the fastest cpu, videocard then get the highest end mobo pero these days I usually rank my purchase based on a components estimated useful life and resale value.
Given this criteria, the videocard, cpu and motherboard are the most likely to get outdated and be replaced in 2-3 years time.
I also realized that the lcd monitor, casing, power supply, mouse and keyboard will still be usable after 1 or 2 upgrade cycles so i would spend more for these things.
Components like ram, hdd/ssd are tricky since they fluctuate. I usually apply the "buy it while its cheap" thinking on these things....
Having said that, since windows 7 came out, having a faster processor doesnt really give much noticeable tangible benefits unless you are into heavy computing like video editing, high res graphics editing etc.
For games, a midrange cpu with a mid-highend card will beat the top of the line cpu with a low-midrange card.
I also dont get people who buy huge power supplies so they can get a CF/SLI setup then in a few months time, their setup will be beat by a single card solution.... All this for a few fps boost in performance which isnt really that obvious.

I put some specs together. I am assuming you do not overclock and may not need to and will just rely on stock cooling. I did my best to maximize the graphics card. Everything here is based on the PCX price list except for the 6850 which I got from Gaisano Interpace's list. Your budget is not enough for an i-7 with a decent card. Gaming requires only an i5 and an i7 will not benefit you at all.
Motherboard: Asrock H61M-DGS -> 2,400
