Unfavorable weather halts NoKor rocket launch, for now!
(UPDATE) In the next few hours, expect no rocket launch from North Korea, the National Disaster Risk Reduction and Management Council (NDRRMC) assured Thursday noon, as the expected launch time lapsed.
Undersecretary Benito Ramos said in a press conference North Korea is expected not to launch the rocket until Friday, 6 am (Manila time).
"Wala ng pangamba. Libre na tayo. Lumagpas na ang oras nila. Mag-hintay na naman tayo bukas," NDRRMC Director Benito Ramos told reporters.
"They have to honor their commitment. Sila ang nagbigay time frame and petsa [It was them who gave the time frame and date," said Ramos.
"They have to honor that unless masisira sila sa international community," Ramos added.
Ramos said that according to Armed Forces of the Philippines Major General Francisco Cruz and the United States Pacific Command, North Korea failed to push the imminent rocket launch due to unfavorable weather conditions.
The launch, however, will most likely happen on Friday, he added.
Ramos said the country will be on alert again Friday from 6 a.m. to 12 noon, the timeframe of North Korea's rocket launch.
For now, the NDRRMC has also lifted the "no fly" and "no sail" zone.
"We now allow fishermen to sail. Pwede na sila mangisda hanggang ala-singko ng umaga bukas para may isang oras pa sila makabalik," he said.
The country's exclusion zone is from 590 nautical square miles northeast of Cagayan up to 150 nautical square miles east of Polilio. Ramos said that although there is no assurance that the North Korea will no longer pursue with its launch Thursday, the Philippines has "trust and confidence" that they will honor their data and timeframe.
He further clarified that though it is "highly unlikely," it is still possible that the Philippines may be affected by the rocket launch.

Japanese Prime Minister Yoshihiko Noda said Thursday that the country was on full alert over North Korea's planned rocket launch, expected at any time over the coming days.
"We want to seek their self-restraint until the last minute," Noda told reporters as he arrived for talks with a special taskforce set up to handle Japan's response to the planned launch.
"But we want to be fully prepared for any possible contingency," Noda said.
Poor but nuclear-armed North Korea has said it plans to launch a satellite between Thursday and Monday to mark the centenary of the birth of late founding president Kim Il-Sung.
Western critics see the launch as a thinly veiled missile test banned by UN Security Council resolutions.
Tokyo has deployed missile defence systems to intercept and destroy the rocket if it looks set to fall on Japan, much as it did in 2009 before Pyongyang's last long-range rocket launch.
The Philippine government has ordered flights to divert to avoid being in the area where debris might fall, the head of air traffic control said.
From April 12 to 16, about 20 flights a day will be affected by the order, said Michael Mapanao, head of the aviation authority's air traffic control department.
"They will have to go around to clear the airspace. It will add additional minutes to their flying time," he said.
Philippines civil defence chief Benito Ramos has also ordered shipping to avoid the area where rocket debris is expected to fall, with the police, coast guard and navy all enforcing the ban.
"There are no more people in the exclusion zone," he said.
In Japan's Ishigaki island in the southern Okinawan archipelago, which lies right below the announced trajectory of the rocket, city officials went on standby at 6 am Thursday (2100 GMT Wednesday), an hour before the five-day launch window opened.
"We will continue this standby condition every day from 6am to 2pm until Monday," Ishigaki city official Choichi Ameku said, referring to the time of day North Korea is expected to schedule the launch.
Residents have been told to take shelter in buildings as soon as the rocket is launched and not to approach any debris that appears to have fallen from the rocket as it could be highly toxic, officials said.
The Japanese government has told residents to "carry on their normal daily lives" but to reschedule athletics events for school children from the morning to the afternoon, Ishigaki's education official Akira Sakiyama said.
"So far, residents are going about their business as usual," he added.

MANILA, Philippines - The National Disaster Risk Reduction and Management Council (NDRRMC) said some 50,000 soldiers are now on alert to respond to emergencies caused by debris from the North Korea rocket launch.
In a press briefing, NDRRMC and concurrent Office of Civil Defense administrator Benito Ramos said, “[as far as] the uniformed services of the government is concerned, we are now ready…The red alert of the national government agencies is in full force, especially our responders.”
North Korea is expected to launch its rocket, which it claimed is a satellite that will orbit earth, between April 12 up to April 16 around 7 a.m to 12 p.m (6 a.m to 11 a.m, Manila time).
The first stage of the rocket will fall at the waters of North Korea while the second one will fall about 190 miles east of Northern Luzon. The government has already imposed a no-fly and no-sail in the vicinity of Northern Luzon.
NDRRMC earlier said it is not announcing a doomsday scenario, but said it is better that the country is safe than sorry. It said North Korea may overshoot its target.
Ramos said the Philippine Navy and Philippines Coast Guard ships have been conducting sweeping operations to ensure that no fishermen ply the area come the critical period. "All fishermen, all vessels in the area should be swept.”
While North Korea promised the rocket will be guided once it is launched, its debris will not, Ramos said.
As such, the government is also ready with an evacuation plan in critical areas, he said.
Meanwhile, Armed Forces Northern Luzon Command chief Lt. Gen. Anthony Alcantara said: "We are on alert. We are closely monitoring if there will be a launch and then our troops all over northern Luzon are ready to respond if there is any life threatening situation that may happen."
