    kay gusto man gud karon sa ato presidente noynoy sir na matagaan ug dako2x na budget ato defense forces kay para pud daw makatilaw sila ug UPGRADES sa ilang military equipments and facilities.. unya ang health sector na pud ang ma sacrifice..

    The main cause of lack of funding is the overall failure in our general economy, corruption just makes it worse. Diatabz makes a very good point in saying that our government is making it hard for businessmen to invest in health care. But this is just a symptom of a wider problem, the general lack of support and worse of all active hindrance of business activity in all sectors via red-tape, lack of planning and over-regulation. When we talk about government funding, this is funding that comes mostly from taxes and taxes are generated almost entirely from business activity and the attendant employment that comes with it. Thus, in addition to the difficulty of apportioning the budget against competing necessities, there is the overbearing constraint of a struggling economy upon the overall budget. So in truth the problem is much wider than simply "lack of funding for health care" but the lack of budgetary funding overall that is the result of economic failure.

    And you also make a very good point that education should be the main priority of government. That being said, DND is also an important part of the budget unless you think it's a good idea to just give the Spratlys to the Chinese or give Mindanao to the muslims. Even if we were to slash the budget for DND by half, it is still arguable whether the budget should then be allocated entirely to health.

    not really. the proper term for that is "appeasement". the generals need their money or else they will destabilize his government. it has been the same trend ever since Marcos politicized the military. Defense always had a disproportionately huge share of the budget vis-a-vis the need of other departments.

    the appropriations in the national budget tells us that Health is not a priority, despite the fact that it is essential for the well-being of the population, even more so for those that cannot afford it.

    there is general economic failure and corruption makes it worse. correct. but the issue here is, despite this, what do we prioritize? you might like to check on the actual budget of the DND to see that it's bloated on office building construction/repairs, while soldiers do not have enough equipment and ammo in the field. and even startling revelation is that government health services are virtually non-existent in the hinterlands.

    there is red tape, insufficient support from the government for fledgling industries, i agree with that too. there is no clear cut plan for national industrialization to convert the countryside into agro-industrial hubs, and our manufacturing sector is wilting in the face of cheap imports. no income for the population (business and/or employment)= no taxes.

    how do we spur employment, hence growth? we can take heed from Keynesian economics.

    ipasira nalang ang mga nursing school nga ubos ug standard. nya dapat naa silay kapatrabahoan sa ilang graduates. nya naa pud uban mag kuha sa nursing nga kurso para ingnon nga sosyal(sorry sa naigo) nya naa pud uban nagsalig sa kaliwat/relative sa gawas nga naa didto to think dili madali dali ang pag adto sa laing nasud.
