I haven't seen potato salad at any restos in Cebu, but then again.. I haven't really looked for it. I just make some when I have the desire for it. I prefer to make my own because I don't much care for onions, and onions are a common ingredient in most recipes for potato salad.
My friend's wife (both my friend and his wife are originally from Panama) made the tastiest potato salad that I ever tried. I asked for the recipe and she just told me the ingredients and how easy it was.
It is pretty simple dish... nothing fancy. I also like to actually leave the skins on the potatoes rather than peel them. It is tastier and looks more rustic to me that way... plus it's easier.
I just boil the potatoes (that I scrubbed clean under running water with a vegetable brush) until fork tender (do not overcook) and then drain them. I then put them back in the same pot and let them cool somewhat. Next I quarter the potatoes with a butter knife (I only quarter them at this time because I don't want them to become mashed potatoes, they still have to be cut/mixed a few times to incorporate the other ingredients.
I then add mayo and the ingredient that makes the dish for me. I really don't like this ingredient by itself, but it really "makes" this potato salad awesome. Well that ingredient is drained "CANNED BEETS" believe it or not. I cut the potatoes and the canned beets (how much depends on your taste, start out with a small amount and add more) to start the incorporation of the ingredients. The beets also turn the entire dish an attractive pink color. I then add spices (salt, pepper, and paprika) to taste. Paprika is optional but I like a dash or two. If I need to add more of any of the ingredients, I just do it according to sight and taste. If you do like onions, add those (diced or sliced) at this time too.
. Then place in a plastic bowl or tupperware and cover. Lastly, refrigerate to chill. I also like it warm so I usually "sneak" a little bit as a snack before I chill the rest.... heheh. I can't emphasize the enough that you should be careful not to overmix the ingredients. You want to be able to taste and feel the different textures of this dish in your mouth
Sorry I couldn't give you exact amounts of each ingredient. However, if you get about 6-8 potatoes, a small-medium jar of real mayo, a can of beets, and small amounts of the other spices, you  be able to make it.  There are just certain dishes that you just know how to make without needing to measure. Maybe I'll try to make some soon and come up with some measurements for the recipe. That might make it easier.
I also love egg/potato salad (but not nearly as much as the beet potato salad)... just substitute peeled hard-boiled eggs for the beets and also add a tablespoon or two of mustard.

for the commercial preparations, Yum-Yum Tree used to make great chicken potato salad...
but now, I like the potato salad at Cafe Georg or Marco Polo
