i don't believe BOLAY-OG is so dense as not to know ... which congressional districts do not meet the population requirement ... ... he has all the staff to do the research himself ... if he is like you that needs to be spoon fed this information ... then i guess he has outdone himself this time ...

i posted the list in another thread a long time ago ... will try to review my posts but if i'm not mistaken San Juan was an example in that list ...

6th district is covered by mandaue, consolacion and cordova. am i right? what will ever happen to them? when someone here is to proud to be mandauehanon and want to be a lone district.. do you ever think of that ts? your beginning to sound like the good old SD.

Kabaw ka Mr. Einstein, the constitution clearly states that a congressional district must have a population of 250,000 people.
And i must say nga naa kay gamayng UTOK. Coz sakto ka in saying that there is an exception to the rule.

Exception to the rule of 250,000 people is this.

"Although each district should have a population of at least 250,000 people, all provinces must have at least one legislative district, regardless of population, whose residents vote for their own congressman"

Pasabton tika okay? A province must have a congressional district regardless of the population requirements. This is because of the peoples right to have a representation.

Now in our case. Pasabton jud tikag maayo kay bright baya kaayo ka, Einstein pajud imung avatar.

In our case dili ma apply ang exception sa rule of 250,000 para makahimog congressional district ang Cordova and Consolacion. Why? Because these municipalities are part of the province of Cebu. And the province of Cebu already has Many representatives. Therefore, the exception to the rule that a province who do not meet the requirement of 250,000 would not apply.

Just to make a point, an example of this exception to the rule is Dinagat Island Province. Who only has an estimated population of 130,000 people. And since it was approved to be a province therefore it is entitled to have at least 1 Representative, ""Regardless of the population requirement"".
