the responsibility for making a LGU a congressional district is solely in the hands of the elected representative ... even the speaker of the house will not initiate such a move without the participation concerned representative ... for the sake of collegiality ...

if a representative ... fearing a loss of position or political power in making an LGU a congressional seat ... will not move for it then nothing happens ... ... sad but TRUE ...

this kind of representative is more concerned with perpetuating himself in power ... rather than the greater interest ...

in the case of my Mandaue this is what happened ... and the local government leaders headed by the mayor did not really push for it then ... ... again sad but TRUE ...

it took the initiative of Mayor JONAS to let this come out into the public consciousness ...

it is now in the hands of BOLAY-OG ... ... the ball is now in his court so to speak ...
let us see if he will be a bigger person ... than his physical size ...

as for myself ... i am an old man ... who is profoundly disappointed with the BOLAY-OG's stand and inaction about this issue ...

i don't believe that no wrong has been done? if there are things that needs to be corrected then i'm for making these changes. i can see you have this "vision" for your beloved city unless you don't come out of the forum and take your ideas out and make it happen then don't expect concrete changes for mandaue.

Lapu-Lapu qualified in 2007 ...

BOLAY-OG contributed by his inaction ... ... why my City is not a congressional district at all ... ... now that the responsibility is directly in his hands ... he continues to stonewall my City's hopes and aspirations for a seat in congress ...

I believe you have the legitimate claims, but who do you think are to blame on this particular problem. And about your question, all I can say is "what a question?". I mean, it does not need to be asked. it needs to be done. how? well, I really believe you already knew the answer.

If you are really committed about it, then maybe you can start as early as now for your campaign. you maybe already too late, but at least you could start to pick up your shoes and ride tricycle or multicab with a "trumpa". this way, you'll be heard by most of mandauehanons. Aside from your campaign in online forums. This way, we could really say that you are serious with your advocacies.

i hope that Mandauehanon Istoryans ... will be made aware of this uncorrected wrong and who are responsible for it ... to help them decide if their leaders are doing their jobs with circumspect ...

if you read my previous post ... the 16 congressional dsitricts that did not meet the population requirement ... are precedents that the BOLAY-OG can use ... to solve the Consolacion/Cordova- Mandaue Lone district problem ...

but the problem with the BOLAY-OG ... is that he will not give the local officials the time of day to discuss this very important matter ... ... there are even options that the Oponganons can contribute only if this neophyte congressman will only stop and listen to their voices ...

the BOLAY-OG even says that there is no clamor for it ... all elected barangay captains and the Mayor and the City Council have signed a manifesto urging him to correct this problem ... i wonder who the BOLAY-OG meant ... perhaps he was listening to those who lost the elections ...
