I love Cobo! It keeps my cool especially now that we frequently experience bipolar weather. I'm from Bakilid so Cobo is very accessible to me, I simply have to walk to get my fix. Their advantage over bubble tea house in SM is that their staff is patient and accommodating. Here is a write-up regarding Cobo and yes, pictures too!

went there last night and ordered taro milk tea with mild (or super mild?) sugar. well it was just ok for me, not bad but not wow also. it tasted like milk tea but with black sago. i haven't tried other tea shops here in cebu so i cannot really compare. but definitely tea is a good alternative to coffee and soda

if i could just make a recommendation, i'd like the menu to be changed because it was difficult for me to order a drink. i cannot remember exactly how it looks like but there are just too many words cramped in the menu board.
