since you have done everything TS
and im assuming that you are shorting the two motherboard pins for the power switch as you assembled it outside of the case
then the culprit is between the two components

1. motherboard
2. power supply

while the setup is still outside of the case and is assembled on a wooden table try to test a known good power supply.

if same issue after replacing the psu then it has to be the motherboard

well that's the only way to determine unsa ang guba. unless you have a power supply tester or a pc analyzer

isolay daw og paddagan na dili e mount sa case. if mo on na xa basin sa casing na. if dili sab sowaye og lain nga power supply.
