i think it'll have something to do with cookies or sessions...
It has absolutely nothing to do with cookies or sessions. It has absolutely nothing to do with PHP either. This has everything to do with frame targets. =)

about PHP?
just avoid FRAMES there's a possibility that your system might be inaccurate. With frames, you need some bunch of Javascript to updated page. It's kinda hassle.
^^ And one more thing, frames are not so... SEO friendly.
