Help! Processing Paper...

A friend of mine(non-pcci member yet) bought a 3months old shihtzu, when it reach 10 months old as of today he decided to process the papers. He's problem is that the present owner of both the dam & sire of his shihtzu pup did not transfer the ownership to his name and did not process the papers of the litters. Can he still process the papers and what's the consequence? Need your input... Thanks!

Kay for me lang ha. Kung ako ang breeder hasulan nako og pa litter registration ana since 10 months naman kaha. Mao gibaligya og barato kay without papers man ang pup bt with papers ang dam n sire. Para nako rana ha.

Ang buhaton sa breeder s transfer da papers oe both da sire n dam 2 his name. After mag kennel name application pana. Litter registration.
Plus penalty pani tanan starting sa transfer until litter registration.
