we are prone to corruption because we dont know the law....either we bribe or extort, either way it is our easy way out.

now, who doesnt want an easy way out? lol

and we tend to violate the law if no law enforcer is watching....if madakpan, pangita-an ug sayop ang law enforcer...if dili ka lusot, sulayan dayung ug "pera lang ang katapat"... hehehe..

The form of government we have now is democratic and we claim we are the government.
So, the answer to the thread title is...kita.
The citizens in this democratic government are the most corrupt government agency. lol
