Bro in my own opinion, i recommend samsung led monitor with high resolution (1080p or more) and then ganahan pod ko sa design niya, weight kay gaan ug ecobudget due to less power consumption kay LED man sya, just stretch your budget a little more para for a bigger size (21"- 24" widescreen size oks na oks na) or just look for a smaller size that will fit your budget, bigger size sa monitor is not necessary when editing your photos kay imo man sad ni ecrop & resize when posting especially sa istorya (500pxls longer side) pero sa FB ok lang up to 1080pxls an longer size that's what i did, so basin maka contribute additional info sa imoha..
If the main purpose of the monitor is for photo editing, buy a IPS monitor. Why? Because IPS monitors are true 8-bit (full color reproduction with no dithering), have much wider viewing angles and are capable of accurately reproducing a much bigger color gamut. IPS monitors are primarily used for professional photography editing and design. Stretch your budget more than 10K and look for a second hand IPS panel Monitor, para wala gyud mahay if the main purpose is for photo editing.

Ang tubag ani ni janspeed (Jan Gonzales) & BeoR would be Eizo brand and I agree. I specifically would want something like the Eizo ColorEdge CG223W 22" Widescreen LCD Display.

But that monitor is way over your budget. At 10k you're not getting "unsa jud nindot brand nga led monitor for photoediting". At 10k, you get the "ok lang for editing" na monitor which you will be recalibrating often if photo editing is your thing.
Aside from the Samsung models they suggested on the previous posts, you might want to check out the latest IPS panels from AOC. They should be available locally here in Cebu City at CBX or MDR.
Since you're already looking for a good monitor for photo editing, another thing to consider is monitor calibration. Your setup is not complete unless you have a proper calibration tool for your photo editing monitor. You should also invest on a color calibration tool like for example, the locally available Huey Pro at Photoshop.

I agree with Emz's comment IPS. I have dual monitors non-IPS and IPS, makita gyud nmo ang difference.
