It's great that they established in the pilot episode that Terra Nova is in a different timestream. Time travel plot usually gets messed up eventually, like what happened in Heroes.

So lemme get this right. Noone in Terra Nova can come back to the 22nd century but they can send notes? I got confused when in Episode 3, the commander said that requests for recruitment come through him. So he can send notes to 2149 saying that he needs a person of a particular profession?

The show begins in the year 2149, a time when all life on planet Earth is threatened with extinction. In an effort to save the human race, scientists develop a portal allowing travel 85 million years back in time to prehistoric Earth. The Shannon family (father Jim, his wife Elisabeth, and their three children Josh, Maddy and Zoe) join the tenth pilgrimage of settlers to Terra Nova, the first human colony on the other side of the temporal doorway. However, they are unaware that the colony is in the middle of a group of carnivorous dinosaurs.

their scientists created a portal w/c travels back to prehistoric Earth when the Earth has dinosaurs roaming around, but they didn't take into account the possibility of being in the middle of a group of dinosaurs, which is very likely?

based on whats been revealed on the show. they did not create a portal, but rather it was discovered, sort of a 'rift' in space-time where they had no control on when and where it goes to, even if its millions of years in the past and in the middle of a group of dinosaurs.
