In some sorts you may be right, and all iPhone4 users could just do a software update...however, there never was a working SIRI - AI in iPhone4. It was just voice recognition.
Siri Is Not Like Android Voice Actions- - Android Voice Actions is great technology, and is widely used by many Android fans. But it's not really in the same class as Siri. To clarify, SIRI is Artificial Intelligence (and its still, as Apple says it- in beta phase) again, not "voice recognition" It is artificial intelligence. A.I. in smart phone is a big deal to top corp. execs.
"Siri" traces its lineage directly back to the largest artificial intelligence project in history, the Pentagon's CALO project. CALO stands for Cognitive Assistant that Learns and Organizes,headed by Adam Cheyer, who's now dir. of eng'g for Apple's iPhone group.

I think Siri would make iPhone's batt. time lesser and could make it 'loading'. Siri is very advance and possibly require alot of power and speed to compute because its an A.I. Its okay on a PC but on a Phone? hmmmmm..
Maybe or maybe not to think there are now two A5 chip. When Apple said it was still in its beta phase it still seems promising though. The more polished Siri on any upgrade from iPhone4S may be worth the upgrade for me.
We won't be surprised other Major Phone Corp. would follow suit with AI in their smart phones once they quantify it. I have not known any developers in the 2011 WWDC to tinker with SIRI, it was not even in the developers tool kit. SIRI is out in the open (as beta which Apple seldom does). the added camera features seem pretty decent. Again, Just sayin. =)
