The old MCC established on Sept. of 2005 that didn't have the required prior consultation with CHED in Reg.7 was led by Paul Canete chosen by the last Mayor in Mandaue, through an executive order, not by its Board of trustees. And The President of the Old MCC relied on the reported backing of the Association of Local Colleges and Universities (ALCU), an association of local colleges and universities, with no official authority over HE is.Isn't it fair? The old school was only dependent of their student's tuition fees, and was reported that they deposited it to a non-trust bank, which is illegal. Also, some of its personnel were not paid for three months in their one year policy.

The first semester of the school year 2007-2008, some of the school's offered major courses were phased out, like Nursing, Electronics and Communication Engineering, Computer Engineering, etc, while the students taking the course were advised to change courses or change school on the second semester of the same school year. There were also some irregular contributions from students for uniform, parties, etc. I think it that was a fraud, just to collect funds.

Because of these problems, Dr. Paul Canete was ordered to ceased on functioning as a President of the school on June 2007. In his reaction, he contested on acting Mayor Amadeo Seno’s order before the court and even pleaded the Chairman of the New BOT Mayor Cortes and Dr. Cabahug.

When Jonas Cortes seated as Mayor in Mandaue, he asked the Board of Trustees of the school to continue its functioning and gave chance to Dr. Paulus Canete still be the President.

With the help of Mayor Cortes, MCC now was renewed,and now fully recognized and got the support from its Board of trustees and the government, also it now operates with the existing policies and requirements by CHED... And its personnel and staff and even the College Administrator were appointed by the Board of Trustees based on CHED guidelines.
