Default US wary of growing Philippines-China defense ties

THE United States was on the lookout for the expanding defense ties between the Philippines and China, as this was seen to possibly affect Manila’s relationship with Washington, a confidential embassy cable released by online whistleblower Wikileaks said.

In a 2005 cable filed by the US embassy in Manila, it said that the diplomatic post will continue to monitor “Chinese overtures” in the Philippines.

The report, purportedly written by embassy official Scott Bellard, was filed a day after the state visit to Manila of Chinese President Hu Jintao on April 26 to 28, 2005.

“[We] believe that upcoming visit of the Deputy Secretary and Foreign [Affairs] Secretary [Alberto] Romulo’s subsequent trip to Washington offers opportunities for us to remind the Philippines not to get too close to its northern neighbor,” Bellard said.

He added, however, that Manila seems to be aware of Washington’s concerns.

“We believe the Philippine defense establishment has taken aboard US concerns about closer RP-PRC military or intelligence ties, and will do little to jeopardize the close relationship with the United States,” Bellard added.

According to the cable, Hu’s state visit to the Philippines primarily focused on economic and trade issues, “with apparently no discussion on improving military-to-military ties.”

And although Deputy Chief of the General Staff General Xiong Guang Kai was set to visit Manila in May of 2005, Bellard said that “observers do not expect any rapid changes in the two countries' defense relationship.”

nag selos si uncle sam para sa iyang tuta. We have to play our cards well. If ever the idea of building defense ties with PRC is beneficial for our country, then so be it.. Nobody should dictate us on how to engage with different countries.. Besides, there are quite a number of countries having defense ties with Russia, USA, and China all at the same time!
