    KEEPING THE PHILIPPINES BIRD FLU-FREE

    The Philippines is one of the few countries in Asia that remains free from Avian Influenza (AI) or Bird Flu. Europe, Africa and Asia experienced the Bird Flu epidemic causing great losses to people�s livelihoods and possible risk to animal and human health. But the Philippines alongside with Brunei and Singapore remains untainted by the AI virus. This has been the result of the concerted efforts of government agencies and various stakeholders to prevent the incursion of the disease. The Avian Influenza Protection Program (AIPP) was conceptualized by the National Avian Influenza Task Force in collaboration with different stakeholders from the private sector. It is embodied in a Manual of Procedures which serves as the blueprint for the prevention and control of AI in the Philippines. Avian Influenza Task Forces from the national to municipal levels have been created. The Task Forces, specifically those at the local level, serve as vigilant watchers and active gatekeepers in informing the public about AI issues.

    There are 20 identified priority areas or hotspots which are regularly being monitored and under surveillance. The priority areas were chosen based on the presence of transient migratory birds as well as the presence of highly concentrated domestic duck/chicken population in the area.

    Identified hotspots are: Zamboanga del Norte; Zamboanga del Sur; Zamboanga City; Zamboanga Sibugay; Palawan near Quezon and Narra Towns; Pampanga — Candaba Swamp; Ilocos Norte — Pagudpud; Cagayan — Aparri; Cebu ; Ilanggo Island; Negros Occidental — Himamaylan; Isabela — Magat Dam; Agusan del Sur; Agusan del Norte; Surigao del Norte— Lake Mainit; Surigao del Sur; Panay Island — Roxas, Capiz; Sorsogon — Bulan and Matnog; General Santos City; Mindoro Oriental — Naujan; and Cotabato — Liguasan Marsh.

    Regulatory services have been put in place including installation of checkpoints by the local government to control the movement of poultry. This is important especially when the migratory birds land into the above critical areas. Airports and seaports are being intensely monitored to check the illegal shipments or entry of wild birds, poultry and meat products from Bird Flu infected countries. A stronger campaign against wild bird smuggling is being enforced. Surveillance of migratory bird sanctuaries is also being done.

    Public awareness on AI has been broadened through strengthened information dissemination as reflected in the information, education and communication (IEC) materials exemplified through print (such as brochures and other reading materials), radio and television. Trainings and seminars on AI for various stakeholders such as animal health workers, poultry traders, farmers, and local chief executives are being conducted. Protocols and safety measures are also being disseminated.

    There is a looming threat of AI in the country. But the synergistic action of both the Philippine government and the private sector, working closely together is crucial in maintaining a Bird Flu-free Philippines.

    THE CREATION OF AVIAN INFLUENZA PROTECTION PROGRAM AND NATIONAL AVIAN INFLUENZA TASK FORCE IN CONTROL AND PREVENTION OF AI

    On 5 February 2004, Executive Order (EO) 280 brought forth the conceptualization of the Avian Influenza Protection Program (AIPP) and the National Avian Influenza Task Force (NAITF). The EO defines the powers, functions and responsibilities of government agencies in response to Avian Influenza (AI) virus and related matters. The Department of Health (DOH) was tasked as Crisis Manager while the Department of Agriculture (DA) as the Co-Crisis Manager. The NAITF Ad Hoc Committee was formed to formalize its structure and, likewise, to prepare the AIPP. Collaborative efforts of concerned government agencies and various stakeholders from the private sector played a big role in conceptualizing the AIPP in response to AI incursion into the country.

    To further strengthen the EO, a Joint Administrative Order 001 between DA and DOH was issued on 20 April 2005. This resulted in the adoption of the AIPP and also, the establishment of the NAITF to ensure that this program would be fully-implemented.

    As part of the AIPP, four stages of Highlights of the Disease Prevention and Eradication Protocols were identified, namely:

    Stage 1. Keeping the Philippines Bird Flu-Free Stage 2. Control and Eradication of Bird Flu in Domestic Fowl Stage 3. Control of Transmission from Fowl to Human Stage 4. Mitigation of Public Health and Socio Economic Impact of Avian Influenza

    For stages 1 and 2, DA is the lead agency while DOH takes the lead part for stages 3 and 4. The Philippines, fortunately, is still under Stage 1. The following prevention measures are being implemented to keep the country away from the Bird Flu:

    1. Ban on Importation from AI-Affected Countries- The ban covers all poultry products originating from AI-affected countries including those that are already in transit at the time the ban was declared.

    2. Enforcement of Wildlife Act- No permits for poultry wildlife or exotic poultry species from AI-affected countries will be allowed and there should be no collection on migratory birds, regardless of purpose or collection technique.

    3. Preventive Measures in Humans- The DOH will take care of human health concerns. Poultry workers and handlers who will be at risk are given influenza vaccination.

    4. Upgrading AI Diagnostic Capability- Assistance on the procurement of laboratory equipment and conduct of training of technical staff on routine AI diagnosis at the Philippine Animal Health Center and Regional Animal Disease Diagnostic Laboratories (RADDL) had been offered through the help of international agencies like the Office International des Epizooties (OIE), Food and Agriculture Organization (FAO) and the New Zealand Agency for International Development (NZAID) Project. RADDLs for Regions 7, 9, and 10 are now being upgraded under Japan Trust Fund (JTF) Project.

    5. Preparedness from the National to the Local Level- Regional, Provincial, and City/Municipal AI Task Forces have been created and more are being created to handle emergency preparedness and response to AI.

    6. Information, Education, and Communication- The Key Messages are to keep the Philippines Bird Flu Free and to have a national and international awareness of the AIPP. Communication channels that are being utilized as a source of information are print, television, radio, AI website and brochures.

    7. Minimum Biosecurity Measures- The biosecurity measures such as limited access, use of shower rooms, footbaths, fumigation boxes, and no mixing of poultry and swine in same holding facility and footbaths should be in placed and be observed at all times.

    8. Surveillance and Prevention in Airports and Seaports- Part of the activities of surveillance and prevention are installation of footbaths, furnishing copies of memorandum order(s) on temporary bans on importation from countries affected by AI, inspection of luggage of travelers on direct flight from or in-transit through an AI-affected country, keeping in custody all live poultry and/or poultry products without proper import licenses/permits/documentation or government clearances from the Bureau of Animal Industry (BAI) or National Meat Inspection Services (NMIS) and screening of all imported poultry and poultry products coming from an AI-free country.

    9. Establishment of Compartmentalized Poultry Zones- Establishment of boundaries to prevent entry and limit or stop spread of AI, facilitation of surveillance, detection and control and ensuring availability of disease free production areas for export and local markets are the activities that should be practiced.

    To address the concerns of the AIPP, the BAI issued a Special Order (SO) to organize its own Bird Flu Preparedness Task Forces. Five teams were formed with specific functions and these are:

    1. Surveillance- conducts the regular surveillance and profiling of poultry diseases and monitoring of wild birds in the priority areas.

    2. Laboratory Diagnosis- performs the necessary laboratory tests and examinations to confirm the diagnosis of the disease from samples collected in surveillance activities and in suspect birds.

    3. Information and Education- ensures adequate awareness of the general public on matters and updates pertaining to AI.

    4. Census/Database- conducts periodic identification and consolidation of data on poultry population, kinds/types and location in the region.

    5. Rapid Action/Quarantine and Containment Teams- carries out the immediate diagnosis of suspect premises and the initiation and implementation of the stamping out procedures, as directed by the BAI and ensures the implementation of the prescribed minimum biosecurity measures and the regulation and/or prohibition of animal movement.

    To ensure the implementation of the AIPP in all parts of the country, regional, provincial and city/municipal task forces were organized.
