    Robinsons eyes dev’t of Paglaum

    Robinsons Land Corp. has expressed interest in developing the Negros Occidental provincial government-owned property at the Paglaum Sports Complex in Bacolod City, Gov. Alfredo Maraņon Jr. said yesterday.

    The governor said the provincial government instead of developing the area itself is now opting to invite private developers to join a bidding to lease and develop the area.

    The bidding will be open to all developers with track records, he said.

    The Paglaum Sports Complex covers four hectares, and up for lease would be less than two hectares of the property along Lacson and Hernaez streets, he said.

    The football field would be moved closer to the sports stadium area, which will not be up for lease, he added.

    The governor had earlier said the provincial government would construct a three-storey building to house commercial establishments, a call center and a dormitory along Lacson-Hernaez streets with a bank loan.

    Meanwhile, the governor maintained that when the provincial government awarded its 7.7 hectare property near the Capitol in Bacolod City for lease to AyalaLand Inc., it was acting in the best interest of the people of Negros.

    SM Prime Holdings Inc. has insisted that it should have been the winning bidder of the property and has taken the governor and other provincial government officials to court.

    The governor said as of yesterday he has not received an official copy of a Court of Appeals-issued Temporary Restraining Order sought by SMPHI reportedly stopping him from proceeding with the sale and lease of the property to AyalaLand.

    The governor said, contrary to the claims of some Manila columnists taking the side of SMPHI, there was no abuse of authority in awarding the lease and sale of the property to AyalaLand, which was done in a transparent matter.

    Delaying the Capitol from proceeding with the sale and lease will delay the delivery of much needed social services to the poor to be funded from its earnings from the 7.7-hectare property, he said.

    There is an overwhelming support from the people of Negros for the Capitol’s project with AyalaLand, to delay it would only incur their ire which he hopes will not lead to a boycott of SM, he added.

    The fight to stop the project is not against me but against the people of Negros Occidental and Bacolod City, he said.

    SMHI did not win the bidding, it self-proclaimed itself the winner, he added.

    AyalaLand is set to present it development plan for the 7.7 hectare property to the members of the Sangguniang Panlalawigan and the business community at the Capitol tomorrow.*CPG

    Ayala’s entry will change economic landscape of NegrosOcc – MBCCI

    BACOLOD City – Frank Carbon, president of the Metro Bacolod Chamber of Commerce and Industry here, said that Ayala Land’s P6-billion investment for the development of the 7-hectare provincial government property situated in this city will change the province’s economic landscape.

    MBCCI is one of the business groups here that issued a statement of support for Negros Occidental governor Alfredo Maraņon after SM Prime Holdings Inc. sought legal action after failing to capture the lease and purchase deal of the property.

    Ayala Land intends a mix-use development for the property to include hotel, convention center, mall condominium and others.

    He reiterated that the MBCCI has fully supported the move of Maraņon to dispose the 7.7 hectare property which has been lying idle and unproductive since the time of Governor Alfredo Montelibano Jr.

    Being a prime property, it will surely jumpstart business activities in and around the area especially if first class development is instituted by Ayala Land, he said.

    For sure, he said, the property development will have multiplier effect for the Bacolod Real Estate Development Corporation, Carbon said.

    He also pointed out that “employment opportunities will geometrically increase with more or less a thousand to 1,500 people getting employed” once the property is developed.

    He said more economic benefits will be realized with Ayala’s planned construction of a convention center that could house a thousand to three thousand and more delegates.

    He lauded Maraņon for seeing the long term benefit of his move which will boost the tourism industry of the province as well as his food security programs.

    For Carbon, Maraņon is just preparing the province for the impact of the AFTA agreement that will impose a zero tariff on sugar come 2015.

    “It is a step in the right direction, to allow non-sugar investments in the province,” he said.

    He also said that “if tourism will grow then it will grow to a level that the income of the people here will be on a whole year and there will be no lean months at all”.

    The project development, however, faces delay as SM Prime Holdings Inc. is contesting the award to Ayala. A 60-day temporary restraining order was issued by the Court of Appeals in Cebu in favor of SMPHI.

    ‘SM not waging war against Guv but against people of NegrosOcc’

    BACOLOD City – Negros Occidental governor Alfredo Maraņon yesterday declared that SM Prime Holdings Incorporated (SMPHI) is not waging war against him but against the people of Negros Occidental.

    Maraņon is referring to the move of SMPHI in going to court over the lease and purchase of its 7-hectare property which was awarded to Ayala Land Inc. (ALI).

    “The voice of the people is the voice of God,” Maraņon said, pointing out that if a survey is conducted now, it will reveal that the people of Negros favor the development plan of Ayala Land more than SMPHI.

    “There is overwhelming support from the people. They want Ayala Land to continue with the development project,” he stressed.

    In their respective presentations, ALI offered a P6-billion development plan while SMPHI offered P2 billion.

    He admitted he has received text messages calling for a boycott against SM but he is not encouraging it. But if the case that SM filed continues, he is afraid that the people “on their own will indeed boycott SM”.

    He expressed fears that the development projects will be delayed with the filing of case by SM before the Court of Appeals.

    “This will delay our program for the people, the delivery of the social services to the poorest of the poor which we will get from the proceeds of the project,” Maraņon said.

    A lawyer of SM recently announced they will go all the way to the Supreme Court if needed just to capture the coveted property.

    On the adverse comments in some national dailies, Maraņon said “As far as I am concerned, what I am doing is only for the best of the province. What is the abuse there?”

    He confirmed that Ayala Land will make a presentation of their development plan 9am Wednesday for members of the Sangguniang Panlalawigan and the business community as well as the media at the social hall of the provincial capitol.

    Provincial board member Dino Yulo, chair of the SP Committee on Laws, said that the TRO from the Court of Appeals is already “moot and academic” because when it came out the SP has already approved the provincial government-Ayala Land deal.

    Flyover inauguration postponed for P-Noy

    The inauguration of the flyover in Brgy. Bata, Bacolod City, on Thursday has been postponed to a later date so President Benigno Aquino III can attend the rites, Bacolod Rep. Anthony Golez said yesterday.

    Golez said that Department of Public Works Highways Undersecretary Emil Sadain informed him that the Presidential Management Staff and the DPWH yesterday decided to postpone the inauguration.

    The DPWH will prepare a memorandum to the PMS for them to decide on the inauguration date of the flyover, depending on the availability of the President, Golez said.

    Bacolod City Administrator Rogelio Balo, who went to the site last week, said the completion of the flyover project is at 98 to 99 percent already, while the DPWH is now installing road markings and signage at the area.

    Balo, however, said that project engineer, Rico Flores told him that due to heavy rains the completion of the flyover had been delayed.*APN
