Default Bill seeks to ban vendors, motorists from using sidewalks

source: Bill seeks to ban vendors, motorists from using sidewalks - Yahoo! News

QUEZON CITY, METRO MANILA – A legislator is proposing a law that will finally require sidewalks for exclusive use by pedestrians, and banning vendors and even motorcycles from passing through to cut traffic.

House Bill 4850, or the “Pedestrian Protection Act”, proposed by Representative Emi Calixto-Rubiano (lone district, Pasay City), requires the construction of sidewalks on all public roads.

The bill also proposes to remove any obstruction that may hinder pedestrian passage or even cause injury. It also mandates the use of traffic control signals that should indicate to motorists that there are pedestrian crossings ahead.

In addition, vehicles are not allowed to overtake a stopped vehicle in front of a crosswalk during pedestrian crossings.

"Traffic laws are promulgated to establish order on roadways and ensure safety of motorist and pedestrians alike,” said Calixto-Rubiano.

“However, while the country is implementing traffic rules and regulations in accordance with internationally recognized standards, such rules proved wanting and deficient in so far as pedestrian protection is concerned," the lawmaker said in a statement.
