Career Investment - Yes. IT world is active, it changes its mind too often
Business Investment
User perspective - Not so much. If you are the vendor you may need to prove the worth like "us doing manual is already fine, what is in there that our existing system can't do or yours performing better?". There are users that will stick to what they are used to and cannot justify training staff to adapt to the new environment. Fortunately, there are users that can be sold out with a new rich and slick UI so some investment can be put there
Vendor perspective - It all depends on the capability of the team. You also account wasteful things like:
How fast can I create a form/page with this?
Am I willing to spend 2 hours stuffing around with the new designer v.s. 5 mins of VB Form?
Etc...
In short sense, I don't want to spend time figuring out how to put a textbox infront of the form (not a very good example) when I can do it before by just dragging it from the toolbox or just update my Model and it scaffolds its way up to the UI, things like that.
