Honestly, there is no good beach in Mactan Island or in any other place near Cebu City. What we have here are expensive resorts with artificial beaches and lagoons. The only thing going for these resorts are their accessibility from the big city and the airport, that's why foreigners go there (a ready market for upscale facilities). The good beaches in Cebu are far from the city. I have been to most of them and they are very good - Bantayan, Malapascua, Camotes. My next target is Sumilon. But is it exclusive? Meaning, you have to be a resort guest to go there? I really hate the idea of exclusivity in the beaches. Sa Pilipinas lang yata ito. In other countries, even in well-known and upscale ones, like Phuket, Bali and Waikiki, the beaches are always open to anyone, bisag kinsa.
