That won't be the case in a few years. China has been taking significant strides with their english programs. I got to talk to a couple of American/British english teachers in Shenzhen during my last visit there and they said that the school they were teaching in didn't allow students to speak chinese once inside the campus. And they've taught in different schools and this was almost always the case. Years ago, you wouldn't even find english programs in most schools in China.
