Huh what? Are you sure irrelevant? If you're trying to get car commuters to go by bike, most of these people work in air-conditioned offices and no way they're gonna bike to work in sweltering heat and arrive with sweaty clothes covered by dust.

Sydney is hotter only for a few months out of the year, they have much milder weather than Cebu I should know since I've lived there. And most people don't commute by bike.. maybe less than 1% of their commuters do this, the rest use trains and buses =P

Again, weather is a non-issue if offices would make the workplace conducive to cycling (eg shower and changing rooms, bike storage facilities). It's actually rain that causes real problems. And if you're really worried about heat, the bulk of bike commuters actually bike to work in the early morning and late afternoon and evening, when temps are in the mild twenties. So again, heat is a non-issue.

True, Sydney may have a low percentage of commuters who bike to work, but the local government already knows that with the right investments, political will and policy options, changes can be made, hence NSW's BikePlan program. Cebu already has a large and growing cycling community, so there is a significant number of people who want this.

the group behind this, already passed a proposed city ordinance to have the sidewalk divided(30% bike lanes, 30% vehicles,30% sidewalk and 10% edible garden) to the Cebu City Council. the ordinance is now being tackled by the city councilors.
