CHR Davao urges Dabawenyos to join mass rally against unsolved summary killings

DAVAO CITY, June 14 -– The Commission on Human Rights (CHR) here is enjoining all Dabawenyos to join in the July 1 mass rally to pressure police and the local government authorities to do something about the unsolved summary killings in the city.

Alberto Sipaco, CHR regional director, said he already sent letters to the academe, church, authorities, local government units in the city and provinces in the region. The parade will start at 2 p.m. in three strategic areas in the Freedom Park, San Pedro Street, Roxas Boulevard before going to the Rizal Park for a brief program.

The CHR Davao report said vigilante killings started in the early 1990’s when two bodies with alleged criminal records were found in Barangay Buhangin, this city.

He said the so-called Davao Death Squad (DDS)was coined by the media to describe a group of vigilantes that supposedly exists to rid the city streets of criminals.

In its data for the period 2005-2010, the CHR tallied 147 people with criminal records killed by gunmen on motorcycles, another 13 slain belonged to progressive groups and three were journalists.

He said the figures are alarming because the victims were punished without judicial process.

But there is no direct evidence linking authorities to the killings nor proof on the existence of the DDS, he said.
Mayor Sara Duterte-Carpio confirmed she will be sending around 1,200 persons from barangay offices to join the parade.

Last year, then CHR chairman and now current Justice Secretary Leila De Lima conducted a series of public hearings on the summary executions in the city. However, it has yet to release the report. (PNA) DCT/LAM/JLC/ldp
