i think that job belongs to the mods.

but on second thoughts, yeah, it is nice for thread starters to be able to police their own threads too. just their very own threads if possible.

Thread Starters moderate/guard their own threads? IMO, this is only appropriate to buy and sell boards, if implemented. But on public forums, this is a big no no. Leave the job to the moderators. Report abusive users.
