Since this is a new construction bro, you will need a bldg permit and abide in the Natl Bldg Code.
There is a standard ratio: maximum # of boarders vs the number of toilet & bath fixtures.
It depends also unsay gender sa boarders.
Its on the book or you can ask Talisay OBO.

The minimum liveable space is also stated in NBC.
