THE Senate voted 19-0 yesterday to pass on second and third reading the Bio-Fuels Act of 2006, a law mandating the use of natural fuel extracted from plants to reduce the Philippines’ dependence on imported oil, lessen pollution, and provide rural employment.

The new law would provide P3 billion in savings from the Philippines’ oil import bill, said Senator Miriam Defensor Santiago, the bill’s sponsor.

Senate President Manuel Villar said a bicameral conference committee was needed to iron out the differences in the Senate and House versions of the law, but he did not expect a prolonged discussion.

“Both Houses are supportive of the measure, so I think we can come up with an agreement early,” he said.

The bill passed a day before the Senate goes into a three-week Halloween break. It was the 13th bill that the Senate had passed since Villar took over as its president.

The law requires that 5 percent bioethanol be mixed with all gasoline sold in the country within two years of its taking effect. Bioethanol is normally produced from sugarcane and used as a gasoline additive.

The Philippine Biofuel Board may increase the bioethanol blend to 10 percent within four years.

This could be a good start of having a stable economy.
At long last, the Congress passed a law encouraging research and development to find alternative means of energy resources. With this, we can expect that we will not be dependent on importation of oil in the future.

Hopefully, we'll develop more of independent energy resources.

Gas prices drop by 50 centavos

Fuel prices were trimmed yesterday as prices of world crude continued to go down.

Pilipinas Shell Petroleum Corp. and Petron Corp. reduced their gasoline, diesel and kerosene prices by 50 centavos after Chevron Philippines (formerly Caltex Philippines) marked down its prices at midnight Wednesday.

The smaller firms — Total Philippines, Unioil Petroleum Philippines and SeaOil Petroleum — followed suit later yesterday.

However, prices of liquefied petroleum gas (LPG) products remain unchanged.

Last Oct. 5, oil companies also effected a 50-centavo price cut as world oil prices continued to weaken.

Pump prices for unleaded gasoline therefore will range from P37.75 to P38.15 per liter; diesel will range from P33.29 to P34.37 per liter; and kerosene from P36.58 to P39.66 per liter.

Discounted diesel prices will range from P33.05 to P33.48 per liter.

World crude oil prices eased somewhat as investors weighed plans by Nigeria and Venezuela to trim their output against healthy inventories of top consumers such as the United States.
Hopefully this would last until next year and the following year and so on.....
