I know it sucks, but sometimes, going straight to the City Hall and lodging a complaint will do more good than ranting here. Active participation in the enforcement of the law (by obeying it and being vigilant about violations) is the best strategy so far, for improvement.

Have you done that already? If you have and it has been ages and still no one is acting on it or has gone back to you with a good reason, then come back here and let's set this thread on fire.
