When pa ni ma implement dinhe sa Cebu ug sa amo province, I get into an argument almost all of the time nga naa mi sa public places because of people who smoke and don't have regard for the people around them.

If the church actually said that then it would be a good thing because it is true.

So it's morally wrong to smoke because smoking can indirectly kill other people due to second-hand smoke? Heck, maybe we should stop driving our cars and ride taxis and jeepneys, because they too pollute the air, indirectly killing other people for air pollution. Or maybe the Church can just be consistent.
