Implementing Emoticons in my forum? and "%20" problem

how do i implement emoticons in my personal made forum. also i have a question regarding "Title" you see in my forum i use get to pass certain information across pages, but to my surprise i recently discovered that my code wont read anything after "%20" thus if my thread title is "A B" it will only read A thus resulting to many bugs. so i was hoping you guys could suggest some solution to this. so far i just made it so to convert any spaces to non-space to avoid this error. but i want a better solution. p.s im not that good with web developing yet.
