Children 15 and below are exempted ABSOLUTELY, because it's been deemed that at that age you still do not have a mind of your own/you don't have full control over your mental faculties. They will only be subjected to an "intervention program" (depending on gravity of offense) which will be monitored/conducted by social welfare groups such as DSWD, BCPC, the barangay, etc.

AND, this law is only a revision (made by Kiko Pangilinan), he did not come up with it in entirety. This provision of law has been around for a long time, gi-update ra na para mas sakto kunohay sa panahon karon. Sauna kay anyone below 9 = exempted anyone above 9, below 15 = exempted except if with discernment. Murag daghan na man mu-palag mao gi-revise.
