    Actually, it's like this:

    Children 15 and below are exempted ABSOLUTELY, because it's been deemed that at that age you still do not have a mind of your own/you don't have full control over your mental faculties. In other words wa pa gyud kay buot daw ana nga edad, matod pa sa mga expert. To be fair, it makes sense. They will only be subjected to an "intervention program" (depending on gravity of offense) which will be monitored/conducted by social welfare groups such as DSWD, BCPC, the barangay, etc.

    On the other hand, children ABOVE 15 but BELOW 18 are not absolutely exempted. If the child acted with discernment/knew what he was doing while committing it, he will be treated no differently from that of a common criminal. Piti gyud na kay sayo kaayo sugod sa krimen, para ma-usab pa.

    AND, this law is only a revision (made by Kiko Pangilinan), he did not come up with it in entirety. This provision of law has been around for a long time, gi-update ra na para mas sakto kunohay sa panahon karon. Sauna kay anyone below 9 = exempted anyone above 9, below 15 = exempted except if with discernment. Murag daghan na man mu-palag mao gi-revise.

    Hi mga fellow istoryan's, ask ko inyo mga point of view ba, kato familiar sa DepEd policies.

    Enrollment supposed to be karun sa school sa akoa manghod (Public School, Secondary Education) dri sa amua barangay. Then, wala cya na enroll, tungud kay naa cya previous balance sa school, last school year. Infact, humana ko bayad tanan before ni end ang school year and they won't issue for any receipt kay recorded ra dyd daw tanan. Even maski pag sign at the back of the notebook nga nakabayad na, di dyd sila mu sign.

    Then, nahibaw-an karun nga wala dii gi forward sa ila teacher ngadto sa treasurer ang iya gibayad together pd sa binayad sa iya mga classmates.

    Is that fair? Naglagut dyd ko oi.

    Naglagot ka mam HALA adtoa tong School na to, then reclamo sa Principal. Walay nada nang maestraha na, maayo nang taktakon.
