basically, the way to determine a radiator's performance is through the amount of watts of heat it can dissipate. Typically, 360 (triple 120mm) rads can dissipate around 500 to 600 watts. Of course you have to take into account the flow rate, pressure, fan configuration, etc of your loop.
How much space do you have?
Id say worry more about the fans/pump rather than the radiator.
yea fins per inch (fpi) is part of radiator performance. the more area, the more ability to dissipate heat. pero the thicker the rad, the more they need higher RPM fans.
There are also ways to increase a radiator's performance such as doing a Push + Pull fan configuration. Another is by adding a shroud.
I'd say for two 6990s in crossfireX (without liquid cooling anything else ie. cpu), a single 360 rad with Push + Pull should do the trick. You can also go with a single 480 rad in pull or push.

No not really, I've been through a lot of fans with insane RPM with poor static pressure. Yate Loons have really low RPM's but with great static pressure.. Gentle Typhoons have high RPM's also having solid static pressure. But I wont debate with that, Im no water cooling expert.
Going back to the radiator selection, I heard a lot of good things from the RASA RX radiators if your into silence and good cooling capacity.. Id have to say that probably any 360 radiator will do well for this it all comes down to how much noise and cooling power you want.
