Garcia to return powers, perks taken from vice governor
CEBU, Philippines - Cebu Vice Governor Agnes Magpale will soon get the authority to appoint employees of the Sangguniang Panlalawigan, an authority that was taken by Governor Gwendolyn Garcia from the late vice governor Gregorio Sanchez Jr. because of political differences.
Aside from getting the authority to appoint, Magpale will also get back the Legislative Assistance Fund that was also taken from her predecessor.
Garcia is set to meet Magpale and the members of the Provincial Board next week to clarify items of the 2011 annual budget under the executive department that will be transferred as SP appropriations through a supplemental budget that will soon be passed.
Once the funds are transferred as SP appropriations, Magpale will now be signing for the appointments of casual employees of the Board. The appointments of casual employees in the Capitol will expire on June 30.
Article 2, section 466 (2) of the Local Government Code provides that the vice governor shall “subject to civil service law, rules and regulations, appoint all officials and employees of the sangguniang panlalawigan.”
This year’s P2.1 billion Capitol budget, appropriations for SP was put under the executive branch prompting the governor to sign the appointment of its employees.
“When the supplemental budget will be passed which will now put the budget under the sangguniang panlalawigan for these employees, then the vice governor will sign the appointments,” Garcia said.
However, Garcia said she continues to be the appointing authority of employees under the office of the vice governor whose term ends on June 30 because it has a separate budget from the SP. Personnel Officer Vincent Noli Valencia supported the claim of Garcia that ever since, the governor appoints the employees of the office of the vice governor.
They will need another appointment by the governor but Garcia said she is going to confer with Magpale.
“I shall give Vice Governor Agnes Magpale the free hand to choose and recommend the employees whom she believes she can work effectively with and will truly espouse her own values of sincerity, industry, and dedication to their responsibilities,” Garcia said.
Magpale is now evaluating all the 68 staff of the office of the vice governor.
But she said around 10 of them will probably not be renewed because she will be bringing with her staff in her previous position. . (FREEMAN)
