To sport a beard in Islam means that you are a devout Muslim.

Most terrorists are fanatics therefore ultra fundamentalist in orientation. It is their pride to follow everything they deem as commandments from their God and muhammad, like having a beard. It is in their books they call Hadiths that they are told not to cut their beard. So for them if they want to be a good muslim, one should let his beard grow.
