dapat case-to-case basis. na man jud agencies nga dili mag-function well kung ilunsad anang program. grabe na gani red tape, dugngan pa nira.
grabe ang service record ng most govt. employees. Kitaon nira ang productivity sa usa ka agency. dapat din performance based.
magsasuffer ang mga tawo nga nanginahanglan ug services kay maibanan na pod ang available working days. madugngan ang deadlock.

let us just wait and see if maayo ba ang kalabasan ani na law. i hope that with 3 rest days that govt employees have, they would be more productive in their fields. sana this cost savings measure would not give rise to corruption napod (i.e. ang cost na masave should be alloted to more infrastructure projects para bulahan ang tanan). bow.
